Procedure for obtaining the Electrical Inspectorate clearances for roof top solar unit

DETAILS OF APPROVING AUTHORITY

    1. Up to 10kWp capacity of Solar Roof Top Installations, the applicant shall approach the AEE of the concerned ESCOM Sub-division for obtaining safety approval.
    2. Above 10kWp capacity up to 100kWp of Solar Roof Top Installations, the applicant shall approach the Jurisdictional Additional Chief Electrical Inspector of the Department of Electrical Inspectorate for obtaining safety approval(To view jurisdiction click here)
    3. For all Solar Roof Top Installations above 100kWp, the applicant shall approach the Chief Electrical Inspector to Govt. (CEIG) for obtaining safety approval.

PROCEDURE FOR OBTAINING ELECTRICAL INSPECTORATE CLEARANCE FOR ROOF TOP SOLAR UNIT

        The procedure for obtaining the Safety Certificate from the Department of Electrical Inspectorate consists of two stages namely:
        Stage: I: Approval of electrical drawings pertaining to the Roof Top Solar Unit.
        Stage-II: After receipt of the completion of work as per the approved drawings, the installation will be inspected and Safety certificate will be issued.

STAGE- I:

APPROVAL OF ELECTRICAL DRAWINGS PERTAINING TO THE ROOF TOP SOLAR UNIT

          The following documents shall be furnished for obtaining approval of drawings:
        1. Requisition letter of the owner/tenant of the installation to be updated as per the format provided.
        2. Electrical drawings showing: Single line diagram of the installation, indicating rating, size and details of protection, details of loading, net metering system (Bidirectional).
        3. Site plan locating the proposed roof top solar equipments.
        4. Plan and elevation of the Solar unit, inverter unit and control panel showing all round clearances etc.
        5. Details of earthing provided for the proposed installation
        6. Requisite fees paid receipt/challan for drawing approval
        7. NoC issued from Supply Company, to the consumer indicating R.R. Number of installation
        8. NoC issued from KREDL, if MNRE subsidies are claimed by the consumer.
        9. Copy of Licensed Electrical Contractor and Supervisor permit duly endorsed in favour of LEC
        10. Affidavit -8(Download Affidavit-8): Authorization of owner of the installation to the Licensed Electrical Contractor.
        11. Form Z(Download Form Z): Estimate and agreement made with the Licensed Electrical Contractor and consumer shall be executed

STAGE-II:

INSPECTION AND ISSUE OF SAFETY APPROVALS

After completion of solar roof top installation work, the following documents shall be submitted by the consumer for pre-commissioning inspection.

      1. Requisition letter of the owner/tenant of the installation
      2. Work completion report (FORM-B1) (Download Form B-1)in the prescribed format which is duly signed by Licensed Electrical Contractor, Concerned Supervisor and the prospective consumer.
      3. Requisite inspection fees paid receipt /challan as per fees notification. (Click Here to see Inspection Fee Shedule)
      4. Manufacturers test report of the solar roof top installation & Calibration report of Energy meter and connected current transformers and protective relays if any.
      5. List of authorized persons who will operate at the said installation.
      6. At the time of inspection a responsible representative of the Consumer / Electrical supervisor should be present along with testing instruments.
      7. The defects pointed out during the inspection should be rectified in order to bring the installation in general conformity with the CEA (Measures Relating to Safety and Electric Supply) Regulations, 2010 and a rectification report signed by the consumer, and contractor should be sent to the jurisdictional officer of the Electrical Inspectorate.
      8. After verification of the compliance report by the inspecting officer safety approval will be granted under Regulation 32 of CEA (Measures Relating to Safety and Electric Supply) Regulations, 2010
