License for working new lift or escalator or passenger conveyors

Every owner of a place who is permitted to erect a Lift or Escalator or Passenger conveyor, after completion of the erection of such Lift or Escalator or Passenger conveyor shall apply for grant of Licence with following documents.

  1. Application from Owner in Form B-1and enclose the following
  2. Completion report of the Registered person in respect of Lift in Form-B2 and in respect of escalator and passenger conveyor in Form-B3
  3. Copy of manufacturer test certificates for the following, namely:-
    1. In case of Lifts:-
        1. motor or machine.
        2. over speed governor .
        3. controller.
        4. buffers.
        5. door drive.
        6. lift Car and Landing door fire rating.
        7. main hoist and governor rope.
        8. electrical travelling cable.
          1. In case of Escalators or Passenger conveyors:-
            1. motor and machine.
            2. over speed governor.
            3. controller.
          2. Enclose original recipt or challan of Rs 2500/-(The amount shall be remitted at any govt Treasury or at bank under head of account “0043” or at office cash counter.)
          3. Forward the above in complete to the Jurisdictional ACEI or DCEI. (To know the Office location Click Here)

      On receipt of the above completion certificate & documents, the ACEI/DCEI shall inspect the lift installation on the pre-intimated date in the presence of the owner; lift manufacturer. Necessary tests will be conducted during the inspection and on satisfying himself that the Lift installation is in general conformity with the Karnataka Lift Act & Rules and as per the requirements specified in the relevant code of practices prescribed by the Bureau of Indian standard, Electricity Act, 2003 (Central Act 36 of 2003) and any rules or Regulations made there under including National Electrical Code, National Building Code or specifications of International Electro-Technical Commission., recommendations will be sent to the Chief Electrical Inspector for grant the Licence. On the other hand if any defects are noticed during the inspection, the same will be asked to comply and to submit the compliance report. Re-inspection will be taken up and the compliance report will be verified before the recommendations are sent to the Chief Electrical Inspector to issue the Licence.

      After receipts of Licence,Every owner of lift or escalator or passenger conveyor shall enter into a contract with the registered person, for the satisfactory maintenance, including cleaning, oiling, adjusting and repairing of the lift or escalator or passenger conveyor.

      The authorized officer or the Inspector of Lifts, Escalators & Passenger Conveyors may at any time after giving reasonable notice to the occupant enter upon any building in which a lift or escalator or passenger conveyor, is installed or is being installed or in connection with which an application for a licence has been received or otherwise for the purpose of inspecting the lift or escalator or passenger conveyor installation or the site thereof. If on such inspection, the authorized officer or the Inspector of Lifts, Escalators & Passenger Conveyors is of the opinion that any lift or escalator or passenger conveyor in any building is in an unsafe condition, he may issue an order, on the owner of the building or his agent ,requiring such repairs or alterations to be made to such lift or escalator or passenger conveyor as he may deem necessary within the time specified therein and may also, if necessary, order the use of such lift or escalator or passenger conveyor to be discontinued until such repairs or alterations are made or such unsafe conditions are removed. Any order to discontinue the use of a lift or escalator or passenger conveyor made by the authorised officer or Inspector of lifts or Escalator or passenger conveyor shall be complied with unless the Appellate Authority has reversed such order

      The owner of a building in which a lift or escalator or passenger conveyor is installed or his agent, shall afford all reasonable facilities to the authorized officer or the Inspector of Lifts, Escalators & Passenger Conveyors for inspecting a lift or escalator or passenger conveyor as the case may be and whenever ordered to do so by the authorized officer or the Inspector of Lifts, Escalators & Passenger Conveyors shall, at his own cost, procure at such inspection, the attendance of the person, if any, with whom he has entered into a contract for the erection or maintenance of the lift or escalator or passenger conveyor or a representative of such person who is competent to guide the authorized officer or the Inspector of Lifts, Escalators & Passenger Conveyors in inspecting the lift or escalator or passenger conveyor.
