permission to erect new lift or escalator or passenger conveyors

The owner of a place intending to erect or install a Lift or Escalator or Passenger conveyor shall

    1. Ensure the lift erection company is manufacturing/uses the lift components as per BIS
    2. Application from the owner( in case of a lift in Form- A1 and in case of an escalator or passenger conveyor in Form-A2)
    3. A copy of the building plan approved by the competent authority duly certified by a notary
    4. Copy of khata certificate along with latest tax paid receipt
    5. In case of a company, memorandum of Association and Articles of association and in case of a partnership firm partnership deed along with tax paid details. In case of a partnership firm all the partners of the firm and in case of a registered company not less than two third of total number of Directors may resolve and issue an authorization letter to the authorized signatory to sign the application, completion report, etc. on behalf of the firm or company as the case may be. The Authorization letter shall be on one hundred rupees stamp paper.
    6. Declaration in Form-A3 from the registered person to whom the installation or erection work is entrusted
    7. Drawing drawn to a scale of not less than 1:100 of the installation duly signed by the applicant and the registered person. Drawing of shall include following particulars, namely:-.
(A) In case of a lift:-
1. Location of the Lift with respect to the building;
2. General Layout of each Lift Installation;
3. Plan and sectional elevation of lift shaft, Lift machine room and lift car;
4. Arrangement of doors;
5. Number of floors to be served and total travel;
6. Lift well enclosure;
7. Size and position of the equipments relating to the lift well;
8. position of hoisting machines;
9. Wiring diagram of lift well enclosure, machine room, control panel, and lift equipment with all wiring, light points and switches;
10. Earthing scheme with size of earth leads, method of construction of earth electrodes, location of earth pits;
(B) in case of an escalator or passenger conveyor:-
1. Location of the Escalator or Passenger conveyor;
2. General layout of Escalator or Passenger conveyor Installation;
3. Plan and Sectional elevation of Escalator or Passenger conveyor;
4. Angle of inclination of Escalator or Passenger conveyor with the horizontal;
5. Width of Escalator or Passenger conveyor;
6. Vertical rise of the Escalator or Passenger conveyor;
7. Arrangement of track and trusses or girders;
8. Size and Position of machine room with respect to the Escalator or Passenger conveyor;
9. Details of complete step treads and complete assemblies;
10. Wiring diagram of machine room, control panel, and the Escalator or Passenger conveyor equipment;
11. Position or location of main switches or power supply panel; and
12. Earthing scheme with size of earth leads, method of construction of earth electrodes, location of earth pits.
  1. Enclose original recipt or challan for Rs 1000/-(The amount shall be remitted at any govt Treasury or at bank under head of account “0043” or at office cash counter)
  2. Forward the above in complete to the Jurisdictional ACEI or DCEI. (To know the Office location Click Here)

Permission to erect the lift will be granted by the respective ACEI or DCEI,if the application and enclosures are in order.

The erection permission granted is valid for one year from the date of grant. In case if the erection of lift or escalator or Passenger conveyor is not completed within period of validity of permission , the same shall be got renewed by submitting the application refresh.


The erection of the lift shall be carried out strictly according to the sanctioned drawings as well as per the provisions of Lifts Act and Rules. The Owner of the lift installation intending to undertake addition or alteration to the existing lift or escalator or passenger conveyor , shall submit the above documents and drawings showing the proposed addition/alterations in distinct colours
